Does ESL have event guidelines for weather? Rain? Wind? Or is it strictly up to the CD?
If you are planning to attend an event and the weather is forecast to be bad ahead of time, is a notice posted, or is an e-mail sent out to registered pilots notifying them of a cancellation?
If it is a local event, no big deal, but if you are going to travel a long way to get there, how would you know in advance, say the day before, if it is on or off?

It is up to the CD and unless there is a tornado warning, the call is usually made at the field.
or you can make the call and choose not to go.
